On September 29, 2025, the Directorate General of Trade Remedies of India (DGTR) announced the initiation of an anti-dumping investigation (AD) on cold-rolled stainless steel products of grade 300-400 originating or imported from China, Indonesia, and Vietnam.

3. Product Description:

  • Austenitic steels are commonly referred to as series 300, with a minimum nickel content of 6% 
  • Ferritic and martensitic steels are commonly referred to as series 400. 
  • The range includes those products that have been processed or are being processed after cold rolling, e.g. annealing, quenching, rust removal, stamping, polishing, grinding, mechanical processing, coating, surface painting. 
  • There can be embossed patterns directly derived from the lamination, such as grooves, burrs, squares, etc. or can be processed after rolling such as embossing rolling, corrugated rolling, forming rolling 
  • It is possible to trade in a variety of forms, including reels, plates, strips, leaves, discs, circles,… 

4. Excluded products:

  • Flat Hot Rolled Stainless Steel 
  • Razor/razor blades (also known as Jindal or JBS blades) 
  • Coin billet 
  • Types of Duplex Stainless Steel 
  • Flat austenitic cold-rolled stainless steels with a maximum nickel content of up to 6% (series 200)

7. Investigation period:

  • Dumping investigation period: from April 01, 2024 to March 31, 2025 
  • Damage investigation period: 2021–2022, 2022–2023, 2023–2024 periods and dumping investigation period 

8. Obligations of Vietnamese manufacturing/exporting enterprises:

Submit Comments and Responses to Survey Questions to DGTR via email: consultant-dgtr@govcontractor, jd11-dgtr@gov.in; adv11-dgtr@gov.in; dd19-dgtr@gov.in.  

Deadline for submission : Within 30 days from the date of receipt of the notice of initiation 

Note:  

  • If it fails to submit on time, DGTR may consider the enterprise uncooperative and use unfavorable data to calculate the dumping margin. 
  • Enterprises can request an extension of the response period by sending a letter requesting DGTR before the end of the period.

9. The Trade Remedies Department recommends:

  • Reviewing the situation of exporting products under investigation to India 
  • Carefully study India’s anti-dumping investigation regulations 
  • Submit comments on products, PCN codes and related contents on time and in the right format 
  • Answering the Survey Questionnaire honestly, fully and on time 
  • Contact and closely coordinate with the Department of Commercial Environment to receive timely information and support
