Why does actual inventory often differ from the ECUS system?
- Bill of Materials (BOM): Businesses establish norms that don’t closely reflect actual production or fail to update changes in waste rates in a timely manner.
- Recording timing: Physical warehouses record receipts/issues immediately, while ECUS only records when a declaration is cleared through customs.
- Scrap and defective materials: Damaged or defective raw materials that have been physically removed from the warehouse but haven’t had customs liquidation procedures completed.
- Units of measurement: Discrepancies when converting units of measure between commercial invoices and the actual management units used in the warehouse.
What are the differences between settlement report templates 15, 15A, and 16?
- Template No. 15: Settlement report on import-export-inventory balance for raw materials and supplies imported. This is a summary of the quantity of raw materials imported for production.
- Template No. 15A: Settlement report on import-export-inventory balance for exported products. This template focuses on the finished goods produced from the imported raw materials.
- Template No. 16: Actual production norms. This is the “bridge” that explains to Customs how many raw materials were actually consumed (including waste rates) to produce one unit of product.
Why should material codes be separated or maintained consistently?
- Avoiding confusion: Ensures imported (duty-free) raw materials are not mixed with domestically purchased (taxable) materials in settlement documentation.
- Easy reconciliation: Helps the business’s management system (ERP/Accounting) align completely with customs software.
- Post-clearance inspection: When Customs conducts an inspection, consistent material codes allow businesses to quickly explain the origin and movement of goods.
Some raw materials are purchased domestically — how are they reflected in the BOM/settlement report?
- In the BOM (Bill of Materials): All components (both imported and domestic) must be included in the norm table to complete the finished product.
- In the Settlement Report: Only materials with imported origin are required to be detailed on Template 15 to track tax obligations. However, if the business cannot clearly separate them, clearly reflecting the domestic origin in the BOM explanation will help avoid incorrect tax assessments on the domestically purchased portion.
