Chemical Import Customs Clearance Process

Processing at Customs Sub-Department
Based on the declaration classification results (Green, Yellow, or Red), businesses will proceed with the following steps:
- Green Lane: Immediate customs clearance
- Yellow/Red Lane: Requires paper documentation submission or physical cargo inspection
The deadline to open the declaration is no more than 15 days after transmitting the electronic declaration.
Electronic Customs Declaration Transmission
Based on the prepared documentation set, the customs declarant transmits data to the VNACCS/VCIS system. Declaration transmission must be completed within 30 days from when cargo arrives at the port to avoid administrative violation penalties.
Chemical Declaration Registration
For chemicals on the Appendix V list of Decree 113/2017/ND-CP, businesses are required to complete declaration procedures through the National Single Window Portal and await confirmation response from competent authorities.
Customs Clearance and Tax Payment
After customs officers approve the documents, businesses proceed to pay related taxes and fees. When the declaration status changes to “Cleared,” goods are officially released.
Domestic Transportation and Warehousing
Businesses coordinate with transportation units to move goods to warehouses, ensuring safe storage conditions according to each chemical’s specific characteristics.
