On March 2, 2026, the U.S. Department of Commerce (DOC) issued its preliminary determination in the anti-dumping duty (ADD) investigation concerning hardwood and decorative plywood imported from Vietnam.
1. Subject Merchandise: Hardwood and decorative plywood
2. Relevant HS Codes: Primarily under HS heading 4412 and 9403
3. Countries Under Investigation: China, Indonesia, and Vietnam
4. Anti-Dumping Investigation Period: October 1, 2024 – March 31, 2025
5. Preliminary Anti-Dumping Duty Rates (net of export subsidy offsets pursuant to U.S. regulations)
- Mandatory respondent companies: 191.85% – 194.80%
- 50 companies eligible for separate rates: 193.32%
- Vietnam-wide (all-others) rate: 193.32% (equal to the separate rate)
6. Next Steps
- Upon publication of the determination in the Federal Register, U.S. importers will be required to post cash deposits of estimated anti-dumping duties.
- Interested parties have the right to submit case briefs and rebuttal briefs within 7–12 days after DOC issues its verification report.
- DOC will conduct on-site verification at Vietnamese companies to verify the data submitted.
- DOC is expected to issue its final determination within 135 days from the date of publication of the preliminary determination in the Federal Register.
