On 21 July 2026, the Import-Export Department issued Official Letter No. 870/XNK-XXHH guiding enterprises to re-register their C/O issuing offices on the ECOSYS system under Circular 26/2026/TT-BCT, effective from 1 August 2026.
1. Five Steps to Follow on the System:
Step 1: Access the system:
Log in at the address https://eco.moit.gov.vn.
Step 2: Receive the notice:
The system will automatically display a notice requiring the enterprise to re-register its issuing office in order to continue using the functions.
Step 3: Register the Issuing Office & C/O Forms
The enterprise selects the Departments of Industry and Trade and the C/O forms issued at each unit.
Note: There is no longer any main/secondary office mechanism; each C/O form is issued at only one location. The system will pre-suggest 12 C/O forms from the previous issuing office for the enterprise to adjust if needed.
Step 4: Confirm the Registration Matrix
Review the selected list and confirm.
For the first registration, the system will approve it automatically and immediately. Any subsequent changes must follow the procedure for requesting a change of issuing office.
Step 5: Declare the C/O application dossier
After a successful update, the enterprise proceeds to declare and submit the C/O application dossier as usual.

3. Special note:
Enterprises must complete this registration before 1 August 2026 to avoid any disruption to their business operations.
