From July 1, 2025, according to Decree No. 146/2025/ND-CP, the new authority of provincial people’s Committees officially takes effect in the fields of import-export and chemical management. Specifically, provincial authorities are now assigned to issue Certificates of Origin (C/O), import licenses for regulated chemicals, and handle several related administrative tasks. This decentralization marks a significant shift, helping streamline procedures and enhance local governance, while also benefiting businesses.
1. New Authority of Provincial-Level People’s Committees in the field of Import-Export and Origin Certification
Issuance of certificates of origin of goods and written approval to traders who self-certify the origin of exported goods
(According to Clause 6, Article 28 of Decree 146/2025/ND-CP)
This task shall be jointly performed by the Minister of Industry and Trade and the Provincial-Level People’s Committees in accordance with legal provisions.
In addition, the Provincial People’s Committees is also assigned to perform a number of management tasks in the import-export sector, such as:
- Licensing of goods in transit (Clause 4, Article 28)
- Issuance of Free Circulation Certificates (CFS) for exported goods (Clause 6, Article 31)
- Licensing of import of unmanned aircraft and related equipment (Clause 1, Article 30)
- Managing temporary import for re-export and transshipment activities (from Clause 7 Article 7 – Clause 12 Article 31)
2. New Authority Of Provincial-Level People’s Committees In The Field Of Chemical Management
According to Decree 146/2025/ND-CP, the Provincial People’s Committees are authorized to carry out the entire process of issuance, re-issuance, adjustment and revocation of licenses for production and import of Schedule 1, Schedule 2 and Schedule 3 chemicals – which are specially controlled chemicals. This includes:
- Receiving and processing dossiers;
- Organizing the appraisal of actual conditions;
- Reporting to the Prime Minister for Schedule 1 chemicals.

3. Effective Date
The Decree takes effect from July 1, 2025.
