Customs Tighten Inspection of Imported Used Special-Purpose Motorcycles

On 13 November 2025, the Customs Department issued Official Dispatch No. 35444/CHQ-GSQL, requesting regional Customs Departments to strengthen inspection and quality supervision of imported used special-purpose motorcycles at border checkpoints.  

The main contents are as follows:  

  • State quality inspection for imported used special-purpose motorcycles shall be conducted when the registration form for inspection specifies the inspection location as at the border checkpoint or within a customs-supervised area. 
  • Customs will only allow goods to be moved to bonded storage after the Register Authority issues a conclusion recorded in the “Inspection Result Record” 
  • ­ Strengthen inspection and control over machinery, equipment, and used special-purpose motorcycles originating from China. If goods are suspected of failing to meet quality standards or not meeting import conditions, specialized inspection authorities will conduct on-site inspection at the border checkpoint in accordance with regulations. 
  • For goods that have exceeded the permitted storage period but have not yet undergone specialized inspection: the Customs office handling the import procedures must intensify inspection, verification, and handling in accordance with Circular 38/2015/TT-BTC (as amended and supplemented by Circular 39/2018/TT-BTC).
