On December 3, 2025, the Canada Border Services Agency (CBSA) issued its final determination in the anti-dumping duty investigation concerning imports of carbon and alloy steel wire originating from China, Chinese Taipei, India, Italy, Malaysia, Portugal, Spain, Thailand, Turkey, and Vietnam.
Here are the details:
1. Goods under investigation: Carbon and alloy steel wire
2. Related HS Codes : 7217.10, 7217.20, 7217.30, 7217.90, 7229.20 and 7229.90

3. Country of Origin: China, Chinese Taipei, India, Italy, Malaysia, Portugal, Spain, Thailand, Turkey, and Vietnam
4. Dumping Margins for Vietnam
- CBSA determined the dumping margin for Hoa Phat Steel Wire Limited Liability Company to be 5.7%. This is the lowest margin compared to cooperating exporters from other countries/territories (ranging from 9.4% to 58.1%).
- All other exporters from Vietnam were assigned a dumping margin of 158.9%
Note: The official anti-dumping duty rate will be determined after the Canadian International Trade Tribunal (CITT) completes its investigation and issues an injury determination for the Canadian domestic industry.

5. Next Steps
- CITT Monitoring: CITT will continue its injury investigation and is expected to issue its determination no later than January 2, 2026. Provisional duties will continue to be applied until this final determination is made.
- Case Termination Scenario: Should the CITT determine that there is no injury, the case will be terminated and all provisional duties paid will be refunded.
- Recommendation from the Trade Remedies Authority: Enterprises should continue monitoring the situation, cooperate fully with Canadian investigating authorities, and coordinate closely with the Trade Remedies Authority for necessary support.
