On 22 December 2025, the Import and Export Department – Ministry of Industry and Trade issued Official Letter No. 1723/XNK-VP, announcing the completion of the upgrade and the official operation of the new eCoSys System, earlier than the previously scheduled date of 31 December 2025.
The new eCoSys System is used for carrying out procedures for the issuance of electronic Certificates of Origin (e-C/O) and for the approval of traders authorized to self-certify the origin of goods, in accordance with Decree No. 146/2025/ND-CP and Circular No. 40/2025/TT-BCT.
Main Contents:
1. Access address of the new eCoSys System
From the official operation time, agencies, organizations, and enterprises shall carry out procedures related to electronic C/O on the new eCoSys System at the following address: https://co.moit.gov.vn
2. Notes regarding C/O Forms D, AK, and VK
For C/O Forms D, AK, and VK — which are required to transmit data to the National Single Window Mechanism, the following should be noted:
Traders shall only perform declarations and submit dossiers at: https://ecosys.gov.vn
3. Official operation time of the new eCoSys System
The new eCoSys System is officially put into operation from: 12:00 PM, Monday, 22 December 2025.
4. Receiving feedback for further system improvement
Agencies and enterprises that have comments or encounter difficulties during the use of the eCoSys System are requested to submit feedback through the contact points published in the Official Letter (attached below).
