On April 9, 2026, the Ministry of Industry and Trade issued Decision No. 771/QD-BCT, officially publishing a list of 36 amended and supplemented administrative procedures in the field of Import and Export, aimed at modernizing the process for issuing Certificates of Origin (C/O).
Key Changes to Note:
1. Effective Date
The Decision takes official effect from May 1, 2026.
2. Full Digitalization of the Process
All 36 C/O issuance procedures listed have been updated toward complete digitalization. Specifically:
- Traders carry out all procedures through the eCoSys system, including first-time trader registration and submission of C/O application dossiers.
- C/Os are issued and delivered as PDF files directly via the system — no in-person visit to the issuing authority is required.
- C/O fees are also paid online through eCoSys.
- Processing status is clearly communicated through the system after the officer reviews the dossier.
- In addition, dossiers may be submitted in person at the premises of the C/O Issuing Organization or by post for forms using paper-based formats.
3. Online Dossier Submission Process (eCoSys) — Step by Step
Step 1: Log in to the eCoSys system — declare the trader registration dossier (first-time) or update existing information.
Step 2: Declare shipment information, attach a complete dossier, and pay the C/O fee online at www.ecosys.gov.vn.
Step 3: The officer reviews the dossier and responds with the processing status (Accepted / Request for Supplementation / Rejected) via the system.
Step 4: Receive the C/O result as a PDF file directly from the system.
4. Dossier Classification by Applicant Type
4.1. For traders applying for a C/O for the first time, for a newly exported product, or for a non-fixed product
The C/O application dossier must include the following documents:
a) Application for C/O issuance (Form No. 04).
b) The corresponding C/O form, fully completed.
c) A printed copy of the export customs declaration (except where exempted under applicable regulations).
d) A certified true copy of the commercial invoice.
e) A copy of the bill of lading or equivalent transport document.
f) A detailed declaration of goods meeting preferential origin criteria.
g) An origin declaration from the manufacturer or material supplier (where required).
h) A certified true copy of the goods manufacturing process.
i) Commercial documents related to raw materials (in copy form, where necessary).
4.2. For traders manufacturing and exporting fixed products (from the second application onward)
The C/O application dossier only requires documents as specified in points (a) through (e) above.
Note: For fixed products, the supporting documents (detailed declaration, origin declaration, and manufacturing process) remain valid for 2 years. Enterprises are only required to update these documents if any changes occur during this period.
5. New Provisions on Administrative Simplification
- Enterprises are no longer required to submit a copy of their Business Registration Certificate. The issuing authority will independently look up the information on the National Database on Business Registration.
- Traders are permitted to defer submission of the customs declaration and bill of lading for a maximum of 15 working days from the date of C/O issuance.
6. List of 29 Applicable C/O Forms
The Decision updates a list of 29 different C/O forms, including commonly used forms such as Form D (ASEAN), Form E (China), Form EUR.1 (EU), Form CPTPP, Form RCEP, and others.
