On April 22, 2026, the Customs Authority issued Official Letter No. 15559/CHQ-GSQL to implement Resolution No. 66.16/2026/NQ-CP of the Government on reducing and simplifying administrative procedures in the customs sector.
Below are the main contents:
1. Effective period
The new regulations are effective from April 15, 2026 to February 28, 2027.
2. Procedures related to warehouses and customs clearance locations
Focus on the recognition, expansion, downsizing, or termination of operations of customs clearance locations, cargo consolidation points, and inspection and supervision sites.
3. Implementation mechanism
Regional Customs Sub-Departments serve as focal points for receiving dossiers and handling procedures related to warehouses, customs clearance locations, cargo consolidation, inspection, and supervision.
After receiving the dossier, dossiers will be assigned to customs officers for review, and the results will be reported to the Customs Authority (Department of Customs Supervision and Management) for decision-making.
Relevant information will be publicly disclosed on the Sub-Department’s electronic portal for easy reference by enterprises.

4. Procedures for prioritized transit enterprises
The recognition, suspension, or revocation of decisions on prioritized transit enterprises shall be implemented in accordance with Sections XII and XIII, Part C, Appendix I.9 of the Resolution.
