On July 29, 2026, the Ministry of Industry and Trade issued Circular No. 42/2026/TT-BCT stipulating the detailed list of dual-use goods under the management authority of the Ministry of Industry and Trade.
Effective date: from September 12, 2026.
Below are the 4 main groups of controlled dual-use goods:
- Group I – Electronics: High-power/high-voltage DC power supplies; frequency converters (converters or inverters).
- Group II – Chemicals: Various types of high explosives; shaped explosive charges; electric detonators; detonating cord, safety fuse, and high-purity organometallic compounds….
- Group III – Metals & Alloys: High-strength magnesium, nickel, titanium, and aluminum alloys; maraging ultra-high-strength steel; tungsten and other high-purity metals…
- Group IV – Unmanned Aerial Vehicles (UAVs): UAV models with flight time exceeding 1 hour, or exceeding 30 minutes under strong gusty wind conditions.
