Decision No. 946/QĐ-BNV – Procedures Related to the Quality of Products and Goods in the Field of Occupational Safety and Hygiene

On August 11, 2026, the Ministry of Home Affairs issued Decision No. 946/QĐ-BNV announcing newly issued and abolished administrative procedures related to the quality of products and goods; technical standards, regulations, and conformity assessment in the field of occupational safety and hygiene under the state management scope of the Ministry of Home Affairs.

Effective date: From August 11, 2026.

Below are the core contents of the Decision:

1. Newly issued administrative procedure (Provincial level)

  • Name of procedure: Quality inspection of imported goods with a high risk level under the state management responsibility of the Ministry of Home Affairs in the List issued together with Circular No. 16/2026/TT-BNV.
  • Method of implementation: Fully online via the National Single Window Portal or the National Public Service Portal.
  • Handling authority: Provincial People’s Committee or an agency assigned/authorized to implement.
  • Processing time: Only 01 working day from the date of receipt of a complete and valid dossier.
  • Fees, charges: No fee charged.

2. Abolished administrative procedures (Provincial level)

This Decision officially abolishes 02 previous provincial-level administrative procedures:

  • Procedure for state inspection of the quality of imported Group 2 goods (Administrative procedure code: 1.013723).
  • Registration of conformity announcement for products and goods managed under national technical regulations issued by the Ministry of Labor, War Invalids and Social Affairs (Administrative procedure code: 1.013337)

3. Notes for importing enterprises

Before importing, enterprises should check whether their goods fall under the List of products and goods with a high risk level under the state management responsibility of the Ministry of Home Affairs pursuant to Circular 16/2026/TT-BNV.

In particular, enterprises should prepare in advance documents related to the Certificate of Conformity, technical information, product labels, and shipment dossiers to avoid having to supplement documents and affecting customs clearance progress.
