On May 15, 2025, the Customs Sub-Department of Region II issued a peak plan for inspection, supervision and control against fraud and counterfeiting of origin for exports, imports and transit goods in Ho Chi Minh City.
According to this plan, the inspection of the origin of goods shall be carried out as follows:
1. Inspection at border gates for items suspected of fraudulent origin:
- The customs office where the procedures are carried out shall conduct physical inspection of goods to ensure the origin of goods according to the declaration and the labeling of goods in accordance with regulations.
- In case of necessity, take samples of goods for analysis and inspection to determine the accuracy of the goods name and HS Code.
2. Strengthen inspections at production facilities (noteworthy)
Notably, the Customs Sub-Department of Region II affirmed that it focuses on the solution to check the origin of goods through inspection at export goods production establishments. The inspection focuses on the following contents

- Review of customs dossiers and documents: Including customs documents, purchase and sale contracts or processing contracts (in case of production under orders of foreign traders), invoices for purchase of domestic raw materials and supplies, export licenses (if any)
- Check the certificate of origin: Check the detailed list of goods that meet the criteria of preferential or non-preferential origin according to the form of the Ministry of Industry and Trade, along with the declaration of origin from the manufacturer or supplier of raw materials and supplies
- Inspection of the production process: Physical inspection of the production line, the number of input materials, the number of finished products (delivery notes), machinery, the number of workers, the amount of electricity and water consumption during the production process, the warehouse of production goods, etc.
- Assessment of processing level: Verify whether the production process exceeds the level of simple processing as prescribed in Article 9 of Decree 31/2018/ND-CP
In case it is necessary to investigate and expand partners supplying input and production materials to exporters, the inspection team shall report to relevant levels to promptly direct the investigation process…

Opinions Of The Ministry Of Public Security On Import Procedures For Goods Containing Industrial Precursors
On May 19, 2025, the Police Department for Investigation of Drug Crimes (Ministry of Public Security) issued Official Letter No. 1896/C04-P5, responding to the proposal of the Customs Department in Official Letter No. 1546/CHQ-GSQL on procedures for importing products containing industrial precursors.
1. Consensus on exemption from import licenses
The Ministry of Public Security agrees with the proposal of the Customs office not to require an export/import license for civil goods containing precursors in Appendix IVB, Decree 57/2022/ND-CP, including:
- Paint
- Printing Ink
- Glue
- Household cleaners
The exemption from the license is applied while waiting for official guidance from the competent authority, to create conditions for enterprises to ensure the progress of production and circulation of goods.
2. Conditions attached to imports
To be eligible for the application of the above-mentioned temporary policy, importing enterprises must
- Commitment to using goods for civil purposes.
- Send product information after customs clearance to the Department of Chemicals – Ministry of Industry and Trade for post-inspection.
3. The above policy is not official – waiting for guidance from the Ministry of Industry and Trade
Although unanimous in terms of handling the situation, the Ministry of Public Security noted that the exemption of import licenses is only temporary and does not replace the role of official guidance from the Ministry of Industry and Trade.
Specifically, the official letter stated: “However, the Customs Department is requested to seek the unanimous opinion of the Ministry of Industry and Trade and the Department of Chemicals, Ministry of Industry and Trade.”

4. Update the stage
- Previously, the Customs Department issued Official Letter No. 1546/CHQ-GSQL dated April 10, 2025 reporting that there are no clear regulations on relevant licensing agencies importing goods containing precursors.
- The Customs Department has proposed a temporary solution to support businesses to maintain the supply chain while waiting for official regulations from the Government.
- With Official Letter No. 491/C04-P5 2025, the Ministry of Public Security’s agreement with the handling direction of the Customs office is considered a positive signal for related businesses. The rest must wait for guidance from the Ministry of Industry and Trade.
