On July 22, 2025, the Taiwan (China) Trade Remedies Investigation Authority published an official notice announcing the final decision to impose anti-dumping (AD) duties on Portland cement and clinker imported from Vietnam.
Detailed Information:
1. Products subject to duty:
Portland cement and Portland cement clinker.
2. Product descriptions:
Portland Cement: A hydraulic cement primarily composed of clinker containing calcium silicates. May contain:
- Up to 7% gypsum (calcium sulfate).
- Up to 5% natural limestone.
- Up to 5% inorganic additives (e.g., granulated blast furnace slag, fly ash, or other mineral materials).
Portland Cement Clinker: An intermediate product in the production of Portland cement, primarily composed of hydrated calcium silicates.
Typical chemical composition:
- CaO: 57% – 72%
- SiO₂: 15% – 28%
- Al₂O₃: 1% – 11%
- Fe₂O₃: 1% – 11%
3. Exclusion criteria:
Products possessing any of the following characteristics shall be excluded from the scope of the investigation:
- Fe₂O₃ content ≤ 0.5%
- Contains white or other coloring agents
- Compressive strength ≥ 24 MPa (or 245 kgf/cm²) after 3-day test, and C₃A (Tricalcium Aluminate) ≥ 12%
- Heat of hydration ≤ 200 kJ/kg (or 50 cal/g) after 3-day test
- SO₃ (sulfur trioxide) ≤ 2.3%, and expansion due to MgSO₄ after 14 days ≤ 0.04%
- Contains grinding aids

Within 2 months from the date of the official notice on the final determination, any interested producer or exporter disagreeing with the AD decision may file a complaint with the Taipei Administrative Court, Taiwan (China).
9. Recommendations:
- Consider submitting a request for annual/periodic reviews or new exporter reviews to the Taiwan Trade Remedies Authority to potentially reduce the duty rate.
- Consider legal action if the AD decision is deemed non-compliant with Taiwan’s regulations or WTO rules.
- Diversify export products and target markets.
- Contact the Trade Remedies Authority of Vietnam (TRAV) for advice and technical support.
