On November 6, 2025, the Customs Department issued Official Letter No. 34399/CHQ-GSQ guiding on certain issues related to labeling and quality inspection of imported organic fertilizers. Details are as follows:
1. Regarding goods labeling
The packaging that contains and circulates together with the goods is considered the commercial packaging of the goods.
In cases of importing organic fertilizers with packaging, labeling must be carried out in accordance with regulations.

Mandatory information displayed on the original label of imported goods must be shown in a foreign language or in Vietnamese at the time of customs clearance, including:
- Name of the goods
- Country of origin
- Name or abbreviation of the organization or individual manufacturing the goods or the organization or individual responsible for the goods overseas

2. Regarding quality inspection, assessment, and analysis/classification
The customs declarant must supplement technical documents, purchase contracts, or product composition analysis sheets in cases where there is a discrepancy between the description of goods, HS code, and duty rate in the dossier compared to the actual goods.
If the enterprise fails to submit required documents or cannot prove that the goods match the declared information, the customs authority may take samples for assessment to determine the goods, inspect quality, and verify food safety, etc.
