On November 7, 2025, the Domestic Market Protection Department of the Eurasian Economic Commission (Trade Remedies Investigation Agency of the Eurasian Economic Union – EAEU) initiated an anti-dumping investigation on tire products imported from Thailand and Vietnam.
Specific details are as follows:
1. Product under investigation:

- Truck tires used for various vehicles operating on multiple axles such as freight wagons, buses, electric vehicles, dump trucks, semi-trailers, and trailers.
2. Related HS codes:

- 4011.20.100.0 and 4011.20.900.0
3. Product Description:

- Rubber tires and inner tubes with rim diameters ranging from 17.5 to 24.5 inches.
4. Origin:

- Thailand and Vietnam
5. Investigation initiation date:

6. Alleged dumping margin:

- 24.17% for Thailand and 19.59% for Vietnam
7. Investigation procedures:
- Deadline for registration as an interested party: 25 days from the initiation date of the investigation
- Deadline to request a public hearing: 45 days from the initiation date of the investigation
- Deadline to submit case comments: 60 days from the initiation date of the investigation
- Provision of sampled information: within 25 days from the start of the investigation. Enterprises are required to submit information on sales volume, sales value, production, company information, etc.
All submitted documents must be in written form, in Russian, and must include both confidential and non-confidential versions.
Non-cooperation: The EAEU may rely on adverse facts available (AFA) and impose high anti-dumping duties.
8. Recommendations from the Trade Defense Department:
Enterprises producing and exporting the relevant products are strongly advised to promptly take the following steps:
- Register as an interested party and provide sampled information within 25 days according to the guidelines (no later than 2 December 2025)
- Respond to the full questionnaire from the investigation authority if selected as a mandatory respondent
- Submit a request for a public hearing within 45 days from the initiation date
- Submit comments on the case (if any) within 60 days from the initiation date
Maintain regular communication with the Trade Defense Department for timely support.
Fully cooperate with the EAEU Investigation Authority throughout the investigation process.
