On 28 November 2025, the Regional Customs Department XVIII issued Official Letter No. 1987/HQKV18-NV regarding the recognition of inspection locations for exported and imported goods at construction sites or production facilities/factories.
Detailed instructions are as follows:
1. Application dossier for recognition
Enterprises shall prepare the following documents:

| 4 | Design layout of the goods inspection area | 01 copy |
2. Implementation procedures
Step 1: Submit the application via the online public service system at https://pus.customs.gov.vn
or submit directly to the border-gate Customs Sub-department/extra-border-gate Customs Sub-department in charge.
Step 2: The Customs Operations Division under Regional Customs Department XVIII reviews the dossier.
Step 3: Regional Customs Department XVIII conducts an on-site inspection of the warehouse, yard, or factory at the proposed location.
Step 4: Issue a decision on recognition or a written response stating the reasons for refusal
- Processing time: within 05 working days from the date of receipt of a complete dossier.
- Validity of the recognition decision: 02 years from the date of issuance. For extension, an extension request must be submitted. The extension period shall not exceed 02 years from the date of issuance of the extension decision.
3. Responsibilities of enterprises
The enterprise is responsible for arranging the premises and facilities to support inspection activities..
Goods may only be brought into/out of production, construction, or installation after being cleared by the customs authority.
When there is no longer a need to conduct inspections at the recognized location, the enterprise must submit a written request to the Customs Department to terminate the operation of such location.
4. Cases where goods must be brought to centralized inspection locations
Enterprises must bring goods to centralized inspection locations instead of on-site inspection at production facilities/construction sites in the following cases:
- The enterprise has not yet been recognized as having an inspection location at the construction site or production facility/factory
- The enterprise has had its Recognition Decision revoked or has received written notification from the Customs authority requiring goods to be brought to a centralized inspection location due to violations affecting customs inspection and supervision.
