On February 27, 2026, the General Department of Customs issued Official Dispatch No. 174/CNTT-QLVH regarding the synchronization of customs unit codes to serve the centralized clearance system and the tracking of state budget revenue by provincial administrative areas.
The main contents are as follows:
1, Expected Implementation Timeline
- The synchronization of customs unit codes is expected to be implemented from: 01/04/2026.
- Regional Customs Sub-Departments are requested to provide feedback on the proposed plan and draft code table, with a submission deadline no later than 03/03/2026.
2, Review of Declarations and Location Codes
In the event of implementation from 01/04/2026, units are required to:
- Review customs declarations registered prior to the code change that have not yet been finalized in the operational system and process them in accordance with established customs procedures. Deadline for completion: by the end of 30/06/2026. After this date, the old customs codes will be configured as locked.
- Coordinate the review and adjustment of location codes issued by Regional Customs Sub-Departments. Deadline for completion: by the end of 15/03/2026.
