Guidance On Import Procedures For Supplementary Foods

On July 29, 2026, the Customs Department issued Official Letter No. 19594/CHQ-GSQL providing detailed guidance on management policy for supplementary food products upon import. Below are the details.

1. Supplementary foods must undergo Food Safety inspection

Management authority: Pursuant to the Law on Food Safety and Decree No. 15/2018/NĐ-CP, the following product groups: supplementary foods, functional foods, health protection foods, and medical nutrition foods all fall under the specialized management authority of the Ministry of Health.

Under Circular No. 15/2024/TT-BYT, “supplementary foods” are included in the list of goods subject to state inspection on food safety upon import into Vietnam.

2. Product declaration procedure

Importing enterprises are responsible for completing all product dossier procedures before putting the goods into circulation on the market.

Depending on the specific product type, enterprises shall follow one of the two forms stipulated in Decree No. 15/2018/NĐ-CP as follows:

  • Self-declaration of product: The order and procedures are carried out in accordance with Article 4 and Article 6.
  • Registration of product declaration: The order and procedures are carried out in accordance with Article 7 and Article 8.
