On September 02, 2026, the Ministry of National Defense issued Circular No. 126/2026/TT-BQP, prescribing the List of high-risk civil cryptography products under the management of the Minister of National Defense.
Effective date: from September 02, 2026
1. List of Products Under Management Scope
The Circular issues the list of high-risk civil cryptography products, and also prescribes the HS codes and corresponding quality management requirements.
Some notable product groups include:
- IP traffic security products using IPsec and TLS technology;
- Data-at-rest security products;
- Civil cryptography products used in the banking sector.
2. Requirements for Imported Goods
Products on the list must meet the requirements for conformity assessment, conformity certification, and conformity declaration under the corresponding regulations.
For imported goods, enterprises must undergo state quality inspection as required. Test results for conformity certification must be conducted by a testing organization that is designated or recognized under regulations.
3. Notes for Enterprises
Enterprises engaged in importing, manufacturing, or trading civil cryptography products should review their product lists, especially HS codes and the encryption/security features of products, to determine whether the products fall under the high-risk list and to prepare the required quality management measures before importing.
For products that have already been licensed and are circulating on the market, the Circular provides a 24-month period from the effective date to meet the corresponding quality management requirements.
