On July 16, 2025, the European Commission (EC) issued its final conclusion in the anti-dumping investigation concerning certain hot-rolled steel products imported from Vietnam, Japan, and Egypt.
1. Investigation Initiated in August 2024
The investigation was initiated on August 8, 2024, following a complaint lodged by the European Steel Association (EUROFER), alleging that imported products from the three countries were being dumped, causing injury to the EU domestic steel industry.
The subject goods under investigation include hot-rolled steel in coils and non-coils, classified under CN codes 7208, 7211, 7225, and 7226. Certain specialty steel products—such as stainless steel, grain-oriented electrical steel, tool steel, or steel with special dimensions—were excluded from the scope of the investigation.
2. Final Determination Confirms Preliminary Duties
The investigation found that dumping margins for Vietnamese exporters ranged from 0% to 12.1%, which remain unchanged from the preliminary findings published in April 2025.
3. EU’s Final Conclusion
The EC concluded that the EU hot-rolled steel industry suffered significant material injury due to low-priced imports, as evidenced by market share loss, declining profitability, reduced investment, and employment.
Regarding the allegation that Vietnam subsidized input materials through export tax policies, the EC found insufficient evidence to support the claim. During the investigation period, Vietnamese companies were found to have imported iron ore and coal from various countries due to insufficient domestic supply in terms of quantity and quality. As such, input prices were not influenced by domestic market conditions.
