On September 18, 2025, the European Commission (EC) officially announced the initiation of an anti-dumping investigation into cold-rolled steel products imported from India, Japan, Taiwan, Turkey, and Vietnam into the European Union (EU).

Cold-rolled steel in coils
3. Description of goods
Flat-rolled steel products, of iron or non-alloy steel, or other alloy steels but excluding stainless steel, of all widths, cold-rolled (cold-reduced), not clad, plated, coated, or otherwise surface treated, and not further worked beyond the cold-rolling (cold-reduction) process. Exclude:
- Flat-rolled products of iron or non-alloy steel, of all widths, cold-rolled (cold-reduced), not clad, plated, coated, or otherwise surface treated, not further worked beyond the cold-rolling process, in coils or not, of any thickness, used for electrical purposes
- Flat-rolled products of iron or non-alloy steel, of all widths, cold-rolled (cold-reduced), not clad, plated, coated, or otherwise surface treated, in coils, of a thickness less than 0.35 mm, annealed (commonly referred to as “black plates”)
- Flat-rolled products of other alloy steels, of all widths, being silicon-electrical steel
- Flat-rolled products of alloy steel, not further worked beyond the cold-rolling (cold-reduction) process, being high-speed steel

7. Time limit for investigation
The investigation case will be completed within 01 year, can be extended but not more than 14 months from the date of issuance of the Notice of Initiation
8. The Trade Remedies Department recommends
- The Vietnam Steel Association and the investigated manufacturing and exporting enterprises need to carefully study relevant documents
- Fully and comprehensively cooperate with the EC, provide information in the right format and on time
- Regularly coordinate and provide information for timely support.
