Food Safety Inspection for Imported Dietary Supplements & Health Products

On November 3, 2025, the Customs Department issued Official Letter No. 33235/CHQ-GSQL responding to enterprise inquiries regarding food safety inspection for imported dietary supplements and health protection foods 

1. Subjects required to self-declare products and subjects required to register product declarations

  • Self-declaration of products:  
    • Enterprises shall self-declare products that are pre-processed and pre-packaged foods, food additives, processing aids, and food-contact packaging materials, except for products required to register product declarations 
    • Imported products used exclusively for manufacturing, processing for export, or for internal use are exempt from self-declaration procedures 
  • Registration of product declaration: Enterprises must register product declarations for 
    • Health protection foods, medical nutrition foods, foods for special dietary uses 
    • Nutritional products for children up to 36 months old 
    • Food additives with new uses or not included in the list of permitted additives 

(According to Articles 4 and 6 of Decree No. 15/2018/ND-CP)  

2. Subjects subject to state inspection for imported food safety

Imported goods that are dietary supplements are subject to food safety inspection upon importation 

Imported health protection foods that have been granted the Certificate of Receipt of Product Declaration Registration are exempt from state inspection on food safety when imported
