On 13 November 2025, the Ministry of Science and Technology issued Circular No. 29/2025/TT-BKHCN, providing regulations on the List of products and goods with potential safety risks in the field of information technology and telecommunications under the management responsibility of the Ministry of Science and Technology.
This Circular replaces Circular No. 02/2024/TT-BTTTT and takes effect from 31 December 2025.
Some notable new contents are as follows:
Governing authority and management responsibility: Ministry of Science and Technology (replacing the Ministry of Information and Communications).
Certificates of conformity and Notifications of receipt of declaration of conformity previously issued for products and goods within the scope of Circular 29/2025/TT-BKHCN remain valid until the expiration date stated on such Certificates or Notifications.
Issuance of the List of Group-2 products and goods, including:

- Annex I: List of information technology and telecommunications products and goods subject to mandatory certification and declaration of conformity.

- Annex II: List of information technology and telecommunications products and goods subject to mandatory declaration of conformity
Principles for managing Group-2 products and goods:

- If a Group-2 product or good falls under multiple technical regulations, it must be certified and declared in conformity with all applicable technical regulations.

- If any previously issued technical regulation differs from the provisions of Circular 29/2025/TT-BKHCN, the provisions of Circular 29/2025/TT-BKHCN shall prevail.

- Upon the effective date of Circular 29/2025/TT-BKHCN, if any new technical regulation (replacing or supplementing existing ones) related to Group-2 products and goods is issued, the management shall comply with the provisions of such newly promulgated technical regulation.
Effective date: Circular 29/2025/TT-BKHCN takes effect from December 31, 2025
