On 7 November 2025, the Customs Department issued Official Dispatch No. 34463/CHQ-GSQL providing guidance on procedures for applying anti-dumping duty (ADD) exclusion for imported steel plates from China that are certified to BV AH40 standards. The detailed instructions are as follows:
- Cases eligible for ADD exclusion:
- Imported goods of steel grades excluded in Decision 1959/QD-BCT.
- Information on the steel grade, corresponding standards, chemical composition, chemical properties, and mechanical properties indicated on the manufacturer’s Certificate of Quality must match the steel grade and standards specified in the exclusion list.
- All information must be consistent with the documents (contracts, invoices, etc.) submitted in the customs dossier.
- In case goods are not exempt from CBPG tax when: Steel grades or standards do not match the exclusion list. Therefore, it is still subject to CBPG tax.
