On April 28, 2025, the Export-Import Department of the Ministry of Industry and Trade issued Notification No. 619/TB-XNK regarding the implementation of issuing C/O Form A, C/O Form B, non-preferential C/O according to importing country requirements, C/O Form GSTP, certificate of non-manipulation (CNM), and accepting REX code registration under the Generalized System of Preferences of Norway and Switzerland.
This notification was issued following the Ministry of Industry and Trade’s Decision No. 1103/QD-BCT dated April 21, 2025, which withdrew the authority to issue these types of C/O from the Vietnam Chamber of Commerce and Industry (VCCI).

1. Applicable subjects:
- C/O Form A, C/O Form B, non-preferential C/O according to importing country requirements.
- C/O Form GSTP, certificate of non-manipulation (CNM).
- REX code registration.
2. Effective date: from May 5, 2025.
