On August 14, 2025, the Ministry of Industry and Trade issued Decision No. 2310/QD-BCT on the official imposition of anti-dumping (AD) duties on certain galvanized steel products originating from China and South Korea:
1. Case code: AD19
2. Subject goods: Galvanized steel (galvanized steel sheet)
Description of goods:
- Flat-rolled alloy or non-alloy steel, in coils or not in coils, containing a carbon content of less than 0.60% by weight, plated, coated, or clad with corrosion-resistant metals such as zinc or aluminum, or iron-based alloys, regardless of thickness and width.
- Flat-rolled alloy or non-alloy steel, containing a carbon content of less than 0.60% by weight, coated with zinc or aluminum-zinc alloy or zinc-aluminum-magnesium alloy, additionally plated with chromium or chromium oxide.
3. Excluded goods:
- Steel products plated, coated, or clad with chromium or chromium oxide
- Stainless steel products
- Alloy or non-alloy flat-rolled steel products coated with paint, subject to anti-dumping measures under Decision No. 2822/QD-BCT
- Hot-rolled steel products subject to anti-dumping measures under Decision No. 1959/QD-BCT
- Steel products coated with zinc by electroplating
- Galvanized steel products falling under one of the following steel grades and standards:

5. Official AD duty rates
The official anti-dumping duty rates are imposed at a maximum of 37.13% on goods originating from China and 15.67% on goods originating from South Korea.

6. Effectiveness and duration of application
This Decision takes effect from August 14, 2025, and shall be applied for a period of 5 years, unless extended or amended.
7. Dossier for verification and application of official AD duties
Importing enterprises must provide a complete dossier, including: certificate of origin (C/O), manufacturer’s certificate, sales contract, commercial invoice, etc., to determine the accurate applicable duty rate.
If the dossier is incomplete or inconsistent, the goods shall be subject to the nationwide default duty rate (37.13% or 15.67%).
8. Refund of provisional AD duties
a. Refund for excluded goods
Organizations and individuals importing goods not subject to official AD duties shall be refunded the provisional AD duties already paid.
b. Refund of provisional AD duties due to differences in AD rates

9. Next steps in the proceeding
The Ministry of Industry and Trade shall coordinate with relevant authorities and Customs to supervise the implementation of this Decision, monitor the importation of goods subject to anti-dumping duties, and prevent circumvention of anti-dumping measures.
