Vietnam’s Steel Concrete Reinforcing Bars Face U.S. Anti-Dumping and Anti-Subsidy Request

On June 4, 2025, the U.S. Department of Commerce (DOC) received a petition to initiate an anti-dumping (AD) and countervailing duty (CVD) investigation on steel concrete reinforcing bars imported from Algeria, Bulgaria, Egypt, and Vietnam.

Below are the details of the case.

1, General information about the case 

  • Case Code: A-552-853 (AD) and C-552-854 (AS) 
  • Goods under investigation: reinforced concrete steel products 
  • Related HS codes: mainly HS codes 7213.10.0000, 7214.20.0000, 7228.30.8010.  

In addition, the product can also be imported under HS codes: 7221.00.0017, 7221.00.0018, 7221.00.0030, 7221.00.0045, 7222.11.0001, 7222.11.0057, 7222.11.0059, 7222.30.0001, 7227.20.0080, 7227.90.6030, 7227.90.6035, 7227.90.6040, 7228.20.1000, and 7228.60.6000 

  • Countries proposed for investigation: Algeria, Bulgaria, Egypt and Vietnam 
  • Application date: June 4, 2025 
  • Plaintiff: American Reinforced Concrete Association 
  • Proposed AD/AS Survey Period: 2024 
  • Proposed damage investigation period: 03 years (2022-2024) 
  • Alleged dumping margin for goods exported from Vietnam: 115.44 % 
  • Replaced country: Egypt

2, Subsequent investigation procedures 

Step 1: The Government of Vietnam consults with the DOC on the anti-subsidy investigation petition. 

Step 2: Within 20 days (which can be extended to 40 days), the DOC will consider and decide whether to initiate an investigation (expected on June 24, 2025). 

 

Step 3: Within 45 days of receiving the application, the ITC makes a preliminary conclusion about the damage. If it is concluded that there is no damage, the case is terminated. 

Step 4: 

  • The DOC has 65 days to make a preliminary conclusion on the grant. 
  • The DOC has 140 days to make a preliminary conclusion on dumping. 

Step 5: Within 75 days after the preliminary conclusion, the DOC issues a final conclusion on dumping/subsidies. 

Step 6: Within 45 days of the DOC’s final conclusion, the ITC issues a final conclusion on damages. 

Step 7: Within 7 days after the final conclusion of the ITC, the DOC issues an Order to impose AD/AS duties (if there is dumping/subsidies and damages) 

3, Recommendations for response: 

  • Closely monitor the next development of the case, carefully study the information and documents 
  • Fully and comprehensively cooperate with the U.S. Bureau of Investigation throughout the investigation process 
  • Actively register for an IA ACCESS account at DOC’s web portal to update information 
  • Regularly coordinate with the Trade Remedies Authority of Vietnam to obtain timely technical and legal support
