On June 13, 2025, the Ministry of Industry and Trade sent an official document to the Ministry of Finance to respond to the import of products containing industrial precursors. The official letter shows an important agreement on import management policies.
1. Uniform exemption from import and export licenses for a number of products containing industrial precursors
The Ministry of Industry and Trade agrees with the opinions of the Police Department for Investigation of Drug Crimes (C04 – Ministry of Public Security), and the Customs Department on exemption from export and import licenses for civil products containing precursors in List IVB.
License-exempt products:
- Paint.
- Medical device germicidal solution.
- Detergents.
- Detergent.
- Similar products are not subject to regulation of Decree 113/2017/ND-CP.
2. Conditions for application of the license exemption policy
Requirements for businesses when carrying out customs procedures
- There is a written commitment; and
- Responsible for using imported goods for the right purposes.
3. The Ministry of Industry and Trade shall clearly define the limits on products not subject to management
The Ministry of Industry and Trade affirmed that products such as batteries and plastics – even if they contain group 1 or group 2 industrial precursors – are not chemicals, so they are not regulated by Decree 113/2017/ND-CP.
