The Customs Department will officially pilot the centralized clearance model at Regional Customs Sub-Department III and Regional Customs Sub-Department V according to a three-phase roadmap, with Phase 1 commencing on October 1, 2025.
1. Implementation Roadmap:
a. Phase 1 (From October 1, 2025):
Pilot implementation at 8 units under:

2. Core Changes in the Clearance Process
- Customs clearance procedures for import-export consignments within the management area will be carried out at the Clearance Team, instead of at border-gate or non-border-gate customs branches as currently practiced.
- Border-gate and non-border-gate customs branches will focus on other tasks such as: carrying out customs procedures for means of transport, supervising in-transit goods, conducting physical inspections of goods (for Red Channel declarations), and managing processing, export production, and bonded warehouse operations.
