From October 1, 2025, Customs to Pilot Centralized Clearance Model

The Customs Department will officially pilot the centralized clearance model at Regional Customs Sub-Department III and Regional Customs Sub-Department V according to a three-phase roadmap, with Phase 1 commencing on October 1, 2025. 

1. Implementation Roadmap: 

a. Phase 1 (From October 1, 2025):  

Pilot implementation at 8 units under: 

Pilot Sub-Department  Units under the Sub-Department 
Regional Customs Sub-Department III 
  • Hai Phong Seaport Customs Branch Area 1 
  • Hai Phong Seaport Customs Branch Area 2 
  • Hai Phong Seaport Customs Branch Area 3 
  • Dinh Vu Seaport Customs Branch 
Regional Customs Sub-Department V  
  • Bac Ninh Customs Branch 
  • Yen Phong Customs Branch 
  • Bac Giang Customs Branch 
  • Thái Nguyên Cusstomss Branch 

b. Phase 2 (From November 15, 2025): 

Expansion to all border-gate and non-border-gate customs branches under Regional Customs Sub-Department III and Regional Customs Sub-Department V. 

c. Phase 3 (In 2026): 

Nationwide official implementation.. 

 Hai-PHong-City-Customs-Department.

2. Core Changes in the Clearance Process 

  • Customs clearance procedures for import-export consignments within the management area will be carried out at the Clearance Team, instead of at border-gate or non-border-gate customs branches as currently practiced. 
  • Border-gate and non-border-gate customs branches will focus on other tasks such as: carrying out customs procedures for means of transport, supervising in-transit goods, conducting physical inspections of goods (for Red Channel declarations), and managing processing, export production, and bonded warehouse operations.
