On September 05, 2025, the Customs Department issued Official Letter No. 22574/CHQ-GSQL regarding the import and export of goods containing industrial precursors.
This Official Letter provides guidance based on Official Letter No. 5133/BCT-HC and Official Letter No. 16231/CHQ-GSPL.
1. Details are as follows:
Enterprises are permitted to import goods containing industrial precursors and may freely trade them in all business sectors not prohibited by law.
Products/goods containing industrial precursors are not subject to the management of the Ministry of Industry and Trade.
“ Industrial precursors are chemicals used as raw materials, solvents, and catalysts in production, scientific research, analysis, and testing. At the same time, these are indispensable chemicals in the preparation and production of narcotic substances, as stipulated in the List promulgated by the Government. The List of industrial precursors is classified into levels of risk for appropriate management and control, including Group 1 industrial precursors and Group 2 industrial precursors”.

“ Chemicals are elements, compounds, or mixtures exploited or created by humans from natural or artificial sources”.
(Article 4.1 of the 2007 Law on Chemicals)
2. Obligations to be fulfilled:
- For organizations and individuals manufacturing products/goods containing hazardous chemicals: Establish procedures for controlling hazardous chemicals during the manufacturing process of such products/goods.
- For organizations and individuals manufacturing or importing products/goods containing hazardous chemicals: Declare information on the content of hazardous chemicals in products/goods on the National Chemical Database.
- For organizations and individuals selling products/goods containing hazardous chemicals: Provide relevant information and documents to buyers and present them upon request by competent authorities.
