On October 22, 2025, the Import and Export Department issued Official Dispatch No. 1408/XNK-XXHH providing guidance on the issuance of Certificates of Origin (C/O) and approval documents for traders authorized to self-certify the origin of goods.
Here are the details:
1. Information on Authorization and Validity of C/O Issuance
According to Decision No. 4683/QĐ-UBND dated September 10, 2025, the People’s Committee of Hanoi City authorized the Hanoi Department of Industry and Trade to handle certain administrative procedures in the field of import and export, notably including the authority to issue Certificates of Origin (C/O).
Validity period: The authority of the Hanoi Department of Industry and Trade remains effective until February 28, 2026.
2. Seal and Signature Specimens
The seal and signature specimens of authorized persons for C/O issuance by the Hanoi Department of Industry and Trade are valid from October 25, 2025, to February 28, 2026.
This applies to trade agreements such as VN-CU (Vietnam–Cuba) and VIFTA (Vietnam–Israel)
3. Code of the C/O issuing agency or organization of the Department of Industry and Trade of Hanoi:11
4. Fee Collection Regulations
The collection of certificate of origin issuance fees must comply with the provisions of Circular No. 74/2022/TT-BTC.
The method of collecting and remitting fees and charges shall be determined and implemented by the Hanoi Department of Industry and Trade, taking into account the local practical conditions.
5. Technical System Requirements
The Import and Export Department requests the Hanoi Department of Industry and Trade to coordinate with the E-Commerce and Digital Economy Agency to establish a technical connection with the eCoSys system, thereby facilitating the electronic issuance and verification of C/Os for businesses.
