U.S. Finalizes Anti-Dumping Decision on Vietnamese Hard Capsule Shells

On December 19, 2025, the U.S. Department of Commerce (DOC) issued its final determination in the anti-dumping investigation concerning hard capsule shells imported from Brazil, China, India, and Vietnam. 

Details are as follows: 

  1. Case code:A-552-847
  2. Goods under investigation: Hard capsule shell products
  3. Related HS codes: 9602.00.1040 and 9602.00.5010 
  4. Countries of origin: Brazil, China, India and Vietnam. 
  5. Final dumping margin for Vietnam (after adjustment for export subsidy offsets):46.24% 
  6. Next Steps
  • The U.S. International Trade Commission (ITC) is continuing its injury investigation and is expected to issue a final determination soon. Any anti-dumping duty order (if imposed) is expected to be announced on February 9, 2026. 
  • Recommendation from the Trade Remedies Authority: enterprises should continue to monitor developments of the case and prepare appropriate response strategies in the next stage.
