On September 11, 2026, the Minister of Industry and Trade officially issued Decision No. 2232/QĐ-BCT regulating the new functions, tasks, powers, and organizational structure of the Import-Export Department.
This Decision officially takes effect from September 15, 2026, replacing Decision No. 523/QĐ-BCT.
Below are some notable contents:
1. Streamlined organization: Only 04 Regional Import-Export Management Divisions nationwide
Under the new regulation, the system of Import-Export Management Divisions under the Import-Export Department has been rearranged and renamed into 04 regions:
- Regional Import-Export Management Division I: Headquartered in Hanoi City
- Regional Import-Export Management Division II: Headquartered in Da Nang City
- Regional Import-Export Management Division III: Headquartered in Ho Chi Minh City
- Regional Import-Export Management Division IV: Headquartered in Dong Nai City
2. Function of issuing Certificates of Origin (C/O) and Import-Export Licenses
Regional Import-Export Management Divisions I, II, III, and IV have the function and task of advising and assisting the Director General of the Import-Export Department in:
- Issuing various types of Certificates of Origin (C/O) for exported goods.
- Issuing certificates for the export, import, and transit of goods in accordance with legal regulations.
3. Important Notice – Temporary Suspension of C/O Issuance
Due to changes in the names of the authorities responsible for C/O issuance, the Import-Export Management Offices are currently carrying out procedures to re-register their signatures and new seals. Therefore, C/O issuance will be temporarily suspended during this period and will resume immediately after the procedures are completed.
4. Guidelines on the English Name and Seal Specimen of the Import-Export Management Office No. III
Pursuant to Decision No. 2232/QĐ-BCT, the Import-Export Management Office No. III has issued detailed guidelines on C/O issuance, with the following key points:
- English name to be declared in Box 11 (C/O EUR.1 & EUR.1 UK): Enterprises are required to state the Office’s new English name as: Agency for Foreign Trade (IEMO No. III)
- Paper C/O (Forms EUR.1, EUR.1 UK, EAV, AI): After being signed and approved by the Import-Export Management Office No. III in Ho Chi Minh City, the documents will be sent to the Import-Export Department in Hanoi for stamping.
- Electronic C/O: Electronic C/O forms issued by the Office will continue to be processed as normal.
