From July 1, 2025, the Customs Department will officially implement the function of automatically assigning and inspecting dossiers (golden channel) on the VNACCS/VCIS system, applying nationwide, specifically:
1. Scope of application:
- Applied to the declaration of registration on the VNACCS/VCIS system and the system is channeled to check the dossier (golden channel)
- Only automatic assignment of dossier inspection, not automatic assignment of physical inspection of goods.
2. Principles of assignment:
- The system will automatically assign continuously when a new declaration arises (24/7)
- Officers will be assigned in a sequential rotation based on a pre-registered list
- Once all officers have been assigned, the system will cycle back to the first officer.
3. Note:
- Civil servants must handle on time, according to the provisions of the Customs Law and Circular 38/2015/TT-BTC (amended in Circular 39/2018/TT-BTC).
- Enterprises should pay attention to correctly declaring the “Code of the declaration processing department” in case the customs offices organize many departments to receive and process the declaration. Example:
