On June 20, 2025, the Ministry of Finance issued Circular No. 47/2025/TT-BTC officially abolishing regulations on customs procedures for exports and imports issued during the Covid-19 epidemic period.
The main contents are as follows:
1.Circulars to be annulled include:
- Circular No. 82/2021/TT-BTC regulates customs supervision of imported goods transferred to border gates in case imported goods are congested or at risk of congestion at seaports where social distancing is implemented according to Directive No. 16/CT-TTg.
- Circular No. 121/2021/TT-BTC regulates customs procedures for goods imported for the prevention and control of the Covid-19 epidemic, submission of documents in customs dossiers and physical inspection of exports and imports in the context of the Covid-19 epidemic.
2.Part of the provisions of Circular No. 38/2015/TT-BTC
To annul the contents related to the physical inspection of goods for:
- Loose goods, bulk goods
- Imported goods in service of processing and export production, imported goods of export processing enterprises.
The Circular takes effect from June 20, 2025.
