On July 20, 2026, the Food Safety Authority issued Official Letter No. 1391/ATTP-SP providing detailed guidance on the state inspection of food safety for imported goods under Circular No. 15/2024/TT-BYT.
Details of the guidance are as follows:
1. Food additives included in the List under Circular 15/2024/TT-BYT
In cases where the imported product is a food additive whose name appears in the List issued together with Circular No. 15/2024/TT-BYT: It is mandatory to carry out the state inspection procedure for food safety of imported goods in accordance with Circular No. 15/2024/TT-BYT.
2. Products included in the List but not used as food
In cases where the product’s name appears in the List under Circular No. 15/2024/TT-BYT but is not intended for use as food, food additives, or food processing aids (e.g., used for industrial purposes, cosmetics, or other purposes): The product is not subject to state inspection of food safety for imports.

3. Products manufactured for export, processing, or internal consumption
In cases where the imported product is used only for manufacturing or processing export goods, or for the internal production of the organization/individual, and is not consumed or commercialized in the domestic market:
- Exempt from carrying out the self-declaration of product procedure.
- Exempt from state inspection of food safety for imports (except in cases where there is an emergency warning regarding food safety).

4. Health supplement foods
Product declaration registration must be carried out in accordance with Decree No. 15/2018/ND-CP. After the product has been granted a Certificate of Receipt of Product Declaration Registration by the competent authority, the enterprise will be exempt from state inspection of food safety upon import (except in cases where there are food safety warnings).
