Procedures For Importing Conditional Chemicals For Cosmetic Production

On June 08, 2026, Customs Sub-Department of Region II issued Official Letter No. 7961/HQKV2-NVHQ guiding the procedures for importing conditional chemicals for cosmetic production.

1. Clearly distinguishing between two purposes of chemical import

  • Business purpose: This refers to the buying, selling, importing, and exporting of chemicals for profit-making purposes.
  • Usage purpose (production): This refers to using chemicals as raw materials to create products (in this case, cosmetics), or for research, healthcare purposes, etc.

2. Conditions prescribed for each entity

For organizations importing for business purposes: A Certificate of Eligibility for Conditional Chemical Business issued by a competent authority is mandatory.

For organizations importing for usage purposes (production):

  • A Certificate of Eligibility for Chemical Production/Business is not required.
  • The organization must: Declare the intended use of the chemical on the specialized Chemical Database

3. Additional customs documentation

In addition to the documents required under standard customs law, when importing/exporting conditional chemicals, businesses should note the need to provide additionally:

  • Certificate of eligibility for conditional chemical production; or
  • Certificate of eligibility for conditional chemical trading.
