Processing Time for Customs Declarations under Green – Yellow – Red Channels in the 24/7 Automated Clearance System (VNACCS)

On June 26, 2025, the General Department of Customs issued Official Dispatch No. 10977/CHQ-GSQL, which includes guidance on customs clearance timeframes for imported goods. The Department’s position is as follows:

All customs clearance procedures for imported goods are now processed via the VNACCS System, which operates 24 hours a day, 7 days a week.

Based on risk assessment, imported goods are assigned to one of three inspection channels, with the corresponding clearance times below:

1. Green Channel

Immediate clearance upon classification into the Green Channel by the system and upon receipt of complete information.

2. Yellow Channel

  • Maximum processing time: 02 working hours from the receipt of a complete dossier. 
  • After document verification, goods will be cleared immediately if no issues are found. 

3. Red Channel

  • Maximum processing time: 08 working hours from the time the declarant fully presents the goods for inspection. 
  • Customs officers shall conduct physical inspection of the goods. 

In cases where the shipment is subject to quality inspection, customs clearance shall only proceed after receiving results in accordance with applicable regulations.
