On May 19, 2026, the Department of Customs IT & Statistics issued Official Dispatch No. 489/CNTT-QLVH regarding the update of changes to customs unit codes, taking effect from June 1, 2026. Specifically:
1. Entities Subject to Change
- Customs Teams that are merged into other regional Sub-Departments of Customs will have their customs codes reassigned to the code of the managing Sub-Department.
- Customs Teams that currently hold more than one customs code will be consolidated into a single unified code.
2. Effective Date
The new customs codes will be officially used for customs declaration registration starting from June 1, 2026.
3. Transition Principles
- Retention of old customs codes: Existing systems (VNACCS/VCIS) will continue to retain the old codes for the purpose of monitoring, processing, and finalizing declarations that are pending or have not completed procedures prior to June 1, 2026.
- Responsibilities of enterprises: Businesses must ensure the correct new codes are used for all new declarations. Submitting declarations under the old codes after June 1, 2026 may result in procedural risks during customs clearance.
4. Implementation Timeline
All Sub-Departments of Customs must complete system configuration and user access authorization under the new codes no later than May 25, 2026.
