On October 17, 2025, the Customs Department issued Official Dispatch No. 30099/CHQ-GSQL providing clarification on policies governing the import and export of precursor substances transferred from bonded warehouses into the domestic market.
Detailed guidance is as follows:
- The transfer of precursor substances from a bonded warehouse into the domestic market must be conducted under an Import License, applied in the same manner as goods imported from overseas in accordance with the Law on Foreign Trade Management.
- No additional chemical declaration is required if such a declaration has already been completed upon importation into the territory of Vietnam.
