Guidance On Goods Labeling Under Decree 37/2026/ND-CP

On August 12, 2026, the Customs Department issued Official Letter No. 20238/CHQ-GSQL guiding goods labeling under Decree No. 37/2026/ND-CP.

Details of the guidance are as follows:

1. Concept of Original Label of Goods

The original label is clearly defined as the label first displayed on the goods or on the commercial packaging of such goods.

2. Principles for Applying “Electronic Labels”

Enterprises are permitted to use electronic labels to display part or all of the mandatory content of goods labels.

Exception: This method does not apply to content that must be recorded on a physical label as required by Decree No. 37/2026/ND-CP or other specialized legal regulations.

3. Mandatory Content on the Original Label of Goods

When carrying out import procedures into Vietnam, the original label of the goods must be displayed on a physical label (in a foreign language or in Vietnamese) containing the following full content:

  • Name of the goods.
  • Origin of the goods.
  • Information on the foreign manufacturer: Full name or abbreviated name and address of the organization or individual that manufactures or is responsible for the goods abroad.

Note: If the original label at the time of import is in a foreign language, the importing organization/individual must add a supplementary label in Vietnamese before officially putting the goods into circulation on the Vietnamese market.

4. Regulations on Supplementary Labels

The supplementary label must be affixed directly on the goods or the commercial packaging, and must not obscure any mandatory content of the original label as prescribed by Vietnamese law.
