Chemical Declaration for Mixed Substances

On October 23, 2025, the Customs Department issued Official Dispatch No. 31087/CHQ-GSQL providing guidance on the importation of goods, specifically regarding chemical declaration for mixtures with undetermined component concentrations. 

Details of the guidance are as follows: 

  • Chemical mixtures are exempt from chemical declaration only if the components listed in the List of Chemicals Subject to Declaration have a concentration lower than 0.1%.  
  • Control measures must be taken when declaring imported chemicals that are hazardous substances, such as dinitrogen monoxide, cyanide compounds, mercury, and mercury compounds. 
  • In cases where the concentration of substances in the mixture cannot be determined, enterprises are required to carry out chemical declaration procedures.
