Latest food export certification procedures

On March 7, 2025, the Minister of Health has just issued Circular 08/2025/TT-BYT regulating dossiers and procedures for issuing new certificates for exported foods

I. Dossier of application for a certificate: 

A dossier of application for a certificate for 01 (one) export shipment or an export food production establishment comprises: 

  • Certificate of eligibility for food safety or one of the original or equivalent valid certificates (a copy certified by the exporting organization or individual), specifically: 
    • Good Manufacturing Practices (GMP)
    • Hazard Analysis and Critical Control Point (HACCP) System 
    • ISO 22000 Food Safety Management System 
    • International Food Standards (IFS) 
    • Global Standard for Food Safety (BRC) 
    • Food Safety System Certification (FSSC 22000)
      • The food safety test result sheet of the export shipment must be issued by a designated or accredited laboratory in accordance with ISO 17025 (original or certified copy). 

      For products that have technical regulations, the test results must meet those regulations. 

      For products that do not have technical regulations, the test results must meet the criteria as prescribed/technical requirements in one of the following papers: 

        • Circulars of ministries and sectors 
        • National Standards 
        • Standards of the International Food Standards Committee (Codex), Regional Standards, Foreign Standards  
        • Attached manufacturer standards (if the above standards are not available)
        • Confirmation of payment of the fee for appraisal of the issuance of the certificate. 
        • Other relevant documents in case the importing country requires verification of information.

        II. Competence, order and procedures for issuance of certificates: 

        • Certification agency: Ministry of Health (Department of Food Safety). 
        • How to submit the dossier: Via the online public service system, in person or by post. 
        • Processing time: 
          • 05 working days: Issue a certificate if the dossier is complete or notice of request for amendment or supplementation if the dossier is incomplete
          • The next 05 working days: Appraisal and feedback after receiving the amended and supplemented dossier. 
          • The next 90 days: If the dossier is not amended or supplemented according to the official letter, the dossier is no longer valid. 
        • Form of receiving results: Corresponding to the form of application submission (online, in person or by post). 
        • Number of certificates: Issued at the request of the exporting organization or individual. 
        • The components of the dossier must still be legally valid at the time of submission of the dossier. 

        This Circular takes effect from March 7, 2025.
