On August 25, 2025, the Ministry of Finance issued Decision No. 2902/QĐ-BTC, officially announcing the list of New Customs Administrative Procedures that have been amended, supplemented, or abolished under Decree No. 167/2025/NĐ-CP dated June 30, 2025.
1. Amended and supplemented procedures
According to the List attached to Decision No. 2902, there are 08 major administrative procedures amended, focusing on the following areas: advance ruling on origin, excess baggage beyond duty-free allowances, customs procedures for entry/exit means of transport, and temporary export–re-import/temporary import–re-export of goods, specifically:
- Advance ruling on the origin of exported and imported goods
- Customs procedures for baggage exceeding duty-free allowances; baggage sent before or after arrival
- Customs procedures for aircraft on exit, entry, and transit
- Customs procedures for seagoing vessels on exit, entry, transit, and port transfer
- Customs procedures for trains on exit, entry, and transit
- Customs procedures for cars, motorcycles, and mopeds on exit and entry
- Customs procedures for inland waterway vessels on exit and entry; vehicles crossing border gates
- Customs procedures for goods temporarily exported for re-import, temporarily imported for re-export

2. Abolished Procedures
At the same time, 06 administrative procedures deemed no longer appropriate are abolished, mainly relating to aircraft, vessels, temporarily imported machinery for repair, and goods serving fairs, conferences, testing, and projects, specifically:
- Aircraft and seagoing vessels temporarily imported for re-export for repair or maintenance
- Machinery, equipment, and spare parts temporarily imported for repairing aircraft and seagoing vessels
- Goods temporarily imported for re-export for conferences, seminars, fairs, and exhibitions
- Goods temporarily imported for re-export for testing and scientific research
- Means of transport temporarily imported for re-export to serve sports and cultural events
- Goods temporarily exported for re-import, or temporarily imported for re-export, to serve projects and works.

3. Detailed Contents of Administrative Procedures
The detailed contents of each administrative procedure that is amended, supplemented, or replaced under the management authority of the Ministry of Finance are fully and specifically provided in Part II of this Decision.
4. Enforcement effect
This Decision takes effect from August 25, 2025.
