On 15 September 2025, the Department of Science, Strategy and Police History under the Ministry of Public Security issued Official Letter No. 4878/V04-P2 implementing Decree No. 105/2025/ND-CP, mainly guiding enterprises on the importation of goods under the category of fire prevention, firefighting, rescue, and salvage equipment.
Detailed instructions are as follows:
1. Import Regulations
Fire prevention, firefighting, rescue, salvage equipment, and fire-resistant construction materials fall under the management responsibility of the Ministry of Public Security.
The Department of Science, Strategy, and Police History does not accept applications for state quality inspection of imported goods under this category.
For goods to be cleared through customs, enterprises must submit the following documents:
- Declaration of goods information according to Form PC19 of Decree No. 105/2025/ND-CP
- Commitment to responsibility regarding product quality in compliance with international standards, regional standards, foreign standards, or Vietnamese standards, and technical regulations
- Customs declaration

2. Conditions for Circulation of Goods in the Market
Before market circulation, enterprises must obtain circulation permits from the provincial-level Fire Prevention, Firefighting and Rescue Police Department.
