Guidance On Customs Declaration For Goods That Are Civil Cryptographic Products

On July 8, 2026, the Customs Department issued Official Dispatch No. 18648/CHQ-GSQL guiding the declaration of exported and imported goods for civil cryptographic products.

Accordingly, for goods with HS codes falling under the List of Civil Cryptographic Products (pursuant to Decree No. 211/2025/ND-CP), customs declarants must declare the “Other Legal Document Code” criterion according to the following rules:

  • Code “QE”: Applicable to goods falling under the List of Civil Cryptographic Products that are exported or imported under license.
  • Code “KO”: Applicable to goods not falling under the List of Civil Cryptographic Products that are exported or imported under license.

Note: If the goods are also subject to management under other specialized regulatory documents, enterprises must still continue to declare the corresponding legal document codes as prescribed.

While carrying out customs procedures, if the customs authority discovers that a declarant has not complied correctly with this guidance, the customs officer will request the declarant to amend and supplement the declaration.

In cases where a declaration has already been cleared through customs but was not declared correctly, the information will be forwarded to the Post-Clearance Dossier Review and Audit Team for consideration and handling in accordance with regulations.
