On June 24, 2025, the Ministry of Agriculture and Environment issued Circular No. 28/2025/TT-BNNMT, amending and supplementing certain provisions on the quarantine of terrestrial animals and animal products, with a focus on revisions applicable to imported animal products used for food and classified as high-risk.
Here are the details:
1. Scope of Regulation:
Imported animal products used for food that fall under the high-risk category.
2. Main Amendments:
- Sampling and Testing Frequency for Specific Pathogens:
Additional provisions on separate sampling frequencies for Salmonella spp. and E. coli (strain O157:H7) are introduced as follows:
- Taking samples of the first 03 shipments for inspection and testing. If the results are satisfactory, samples of 01 random shipment shall be taken for inspection and testing for every next 03 shipments.
- In case of detecting unsatisfactory shipments, samples of the next 03 shipments shall be taken for inspection and testing.
- Supplementary responsibilities of goods owners: Goods owners are responsible for the transportation and preservation of goods while waiting for quarantine.
3. Enforcement effect:
This Circular shall enter into force on July 1, 2025.
